About the Role
We are seeking a motivated and professional Civil Parking Enforcement Team Supervisor to join our Parking Services team based at Ryefields, West Devon. This role will involve regular cross-base working to support enforcement operations across the wider Devon area.
As a Team Supervisor, you will play a key role in ensuring parking regulations are observed and enforced in a fair, accurate, consistent, and professional manner within the Civil Enforcement Area in accordance with the Traffic Management Act 2004, local policies, and operational procedures.
Your work will help ensure Devon's highways remain safe, accessible, and available for all users while supporting the efficient movement of traffic and contributing to the County Council's wider transport and environmental objectives.
Key Responsibilities
- Supervise and support Civil Enforcement Officers (CEOs) in their daily duties.
- Complete staff 121 meeting.
- Ensure parking regulations are enforced consistently and in accordance with legislation and local policies.
- Maintain expert knowledge of:
- Traffic Management Act 2004
- Traffic Signs Regulations and General Directions (TSRGD)
- Relevant parking and traffic legislation
- Keep abreast of national legislative changes and assist with service improvements and procedural updates.
- Maintain detailed records of enforcement activities.
- Monitor the quality and accuracy of Penalty Charge Notices (PCNs) and CEO notes.
- Investigate irregularities, errors, or omissions and implement corrective actions where required.
- Identify training and development needs within the team and support continuous improvement initiatives.
- Promote best practice and maintain high standards of customer service.
- Support operational requirements across multiple bases within Devon.
About You
Essential Criteria
- Experience within Civil Parking Enforcement, traffic management, or a similar enforcement environment.
- Previous supervisory or team leadership experience.
- Strong understanding of parking enforcement legislation and procedures.
- Excellent communication and interpersonal skills.
- Ability to maintain accurate records and reports.
- Strong organisational skills and attention to detail.
- Ability to work independently and make sound decisions under pressure.
- Full UK Driving Licence.
- Ability to drive both manual and automatic vehicles.
- Flexibility to travel and work across various locations throughout Devon.
Desirable Criteria
- Civil Enforcement Officer qualification or equivalent.
- Experience coaching, mentoring, and developing staff.
- Knowledge of local authority parking operations and appeals processes.
