Working in collaboration with colleagues across the Council and beyond, you will be highly professional, organised, bring vision and ability to forward plan and be highly motivated.  You will ideally possess relevant procurement qualifications and / or be part qualified and willing to learn. You will recognise both the commonalities and differences between commercial and public sector procurement environments and understand public sector drivers and ethos.  You will have relevant procurement / commercial expertise and will bring a sound knowledge of relevant legislation, case law and the ability to interpret and convey practical guidance to colleagues and partners.

Joining the Strategic Procurement Service at Devon County Council, you will be immediately amongst a skilled and supportive team.  Our service operates a Category Management approach through which we build expertise and relationships while maintaining diversity and exposure to wide ranging business disciplines.  We take a collaborative approach and our category teams work closely alongside client teams.  Devon supports agility and innovation through great technology and flexible work practices.  


The Council’s business is diverse and varied, and candidates will have the opportunity to apply and further develop your procurement knowledge base and relationship skills to lead contract delivery and promote innovation and business development.  The work programme will be of real significance and will often be involved in bringing about significant benefits and positive change for Devon’s communities and residents.

Devon County Council’s strategic procurement service is seeking two high performing Senior Procurement Officers to support its Infrastructure procurement category team.  

The primary focus will be to provide a procurement service as part of a team which supports the Council’s Highways, Transportation, Planning and Waste management service areas.  You will also have the opportunity to work across other procurement teams as part of cross functional working. Annual expenditure across the Infrastructure procurement category team is in excess of £100 million per year with the majority of projects being in excess of £1 million.


Supporting the Procurement Category Manager, you will use your procurement knowledge and skills to enhance relationships with stakeholders and drive effective procurement process delivery in close collaboration with delivery teams.


Salary:           £32,029 - £35,934
